In this case it's because of quality difference which incurs cost. Sometimes the vendors outside reduces the unit count from the pack in order to give competitive pricing & it's very difficult to count everything especially if it's a bulk order.

Manufactured using excellent quality LDPE (Low-density polyethylene), these courier bag can be over stuffed and will not tear easily. Tamper proof courier bags are manufactured from Co-Extruded Polyethylene Plastic Films, which is in black inside and white in outside, with a flap that has a hot melt adhesive strip for easy and permanent closure. Once sealed, cannot be opened, the only way to open is to tear or cut the envelope. The adhesive strip on the top ensures that parcels once sealed cannot be removed from the bag without tearing the bag. The superficial of these tamper proof courier bags is specially designed so that it is easy to write on with a permanent marker. A clear POD jacket for inserting airway bill or consignment bill is provided on each plastic courier bag. Choose from an assortment of sizes that fit your product size.
